Bolívar conociendo la admiración de Santander por los Estados Unidos, designó a éste (19 de septiembre de 1828). Enviado Extraordinario y Ministro Plenipotenciario ante al Gobierno del referido país. Santander pidió y obtuvo que le dieran a Vargas Tejada como Secretario de Legación. Seis días después de este nombramiento que llevó a los conspiradores a precipitar los acontecimientos del asesinato de Bolívar se desencadenó la "noche septembrina", así conocida porque, amparados en su oscuridad, los conjurados atentaron personalmente contra la vida del Libertador, quien hubo de salvarse por la valiente intervención de Manuela Saenz.
Dos semanas después de estos sucesos, los Congresistas de la Anfitionía, reunidos en Tacubaya (México) dieron por concluidas sus actividades (9 de octubre de 1828).
Bolívar había salido ileso, pero los círculos gobernantes de los Estados Unidos no se resignaban al fracaso de la "noche septembrina", y en diciembre de ese mismo año nombraron al General William Henry Harrison, como su Ministro en Bogotá.
¿Quién era ese personale y cual la misión que le había sido encomendada? De lo primero, nos encargaremos nosotros, de lo segundo, se encargará él mismo, a través de la correspondencia oficial que enviaba a su Cancillería.
Harrison era conocido por haber expulsado a los indios y haber repartido las tierras de estos entre " los pobres y heróicos conquistadores del "far west". Fue Gobernador de su Estado natal y, al mismo tiempo, se le designó Inspector de los Asuntos Indios. De los "Asuntos", porque ya los indios habian desaparecido.
Posteriormente, fue Ministro de los Estados Unidos en Colombia, y como veremos, se vinculó estrechamente a los que conspiraban contra Bolívar...
