Diciembre de 2004: Durante el encuentro en Caracas en el que nació oficialmente de la Red de Intelectuales en Defensa de la Humanidad bajo el impulso del Comandante Chávez y Fidel Castro, se constituye una mesa de trabajo llamada “En defensa de la veracidad y la pluralidad informativa”. De esa mesa se extraen una serie de acuerdos [1] en el que el segundo de los mismos era “Apoyar la constitución de una televisora del Sur y de medios televisivos y radiofónicos independientes y al servicio de los intereses de nuestros pueblos.”
Julio de 2005: Medio año después nacía, el 24 de julio, aniversario del natalicio de Simón Bolívar, una televisora destinada a contribuir al proceso de emancipación latinoamericana y caribeña, teleSUR.
Probablemente los 12 meses que pasan entre diciembre de 2004 y 2005 significan el momento de mayor flujo del cambio de época en América Latina. En diciembre de 2004 nacía el ALBA en La Habana y la Red En Defensa de la Humanidad en Caracas, en julio lo hacia teleSUR; en noviembre Hugo Chávez, Néstor Kirchner y Lula da Silva, fortalecidos por una campaña continental desde los pueblos de Nuestra América, enterraban en Mar del Plata el ALCA delante del mismísimo George W. Bush; y en diciembre Evo Morales ganaba las elecciones en Bolivia para pocos meses después dar paso a una Asamblea Constituyente, nacionalizar los hidrocarburos y sumar el apellido TCP (Tratado de Complementariedad de los Pueblos) al ALBA.
Pero el momento histórico hoy en el continente es de reflujo; la muerte del Comandante Chávez; las agresiones del imperialismo que hoy toman forma en una estrategia para agredir y a poder ser derrocar los gobiernos legítimos y democráticos de Venezuela, Ecuador y Brasil; una nueva derecha que se recicla y apropia del discurso de los gobiernos de izquierda de la región; los instrumentos para la desintegración latinoamericana como la Alianza del Pacifico o los tratados de libre comercio; y la propia moderación de gobiernos progresistas como los de Chile o Uruguay, con la incógnita de saber si proyecto nacional-popular del kirchnerismo va a poder continuar sin un Kirchner conduciendo el proyecto desde el gobierno, nos dejan la preocupación de si el cambio de época va a poder seguir profundizando el escenario posneoliberal en América Latina y el Caribe.
Y si la ofensiva de la derecha contra Nuestra América tiene un arma principal, esta es el plano mediático. La hegemonía del capitalismo en el plano cultural es llevada un paso más allá mediante el terrorismo mediático ejercido contra gobiernos populares o contra las luchas sociales; se criminalizan gobiernos posneoliberales y luchas en defensa de la tierra, el agua o el territorio; se editorializa contra cualquier medida que haga peligrar los intereses de unas elites políticas y económicas; la libertad de expresión es asimilada como libertad empresarial de unos oligopolios mediáticos.
Es por ello que en estos tiempos confusos y de incertidumbres para el proyecto emancipador nuestroamericano, necesitamos más que nunca una herramienta como teleSUR, que marque un norte en el Sur. Una herramienta que acompañe el proceso regional de ensanchar y ampliar los márgenes de la democracia; y eso pasa también por democratizar la comunicación, poniéndola al servicio de los pueblos.
Porque la agenda informativa de teleSUR es también la agenda de los pueblos de América Latina y el Caribe. La paz acompañada de justicia social en Colombia; la defensa del pueblo cubano ante el bloqueo criminal que sigue sufriendo, o la amputación territorial que supone tener una base estadounidense de detención ilegal y torturas como Guantánamo violando su soberanía territorial; la lucha contra las situaciones de neocolonialismo moderno que aún persisten, desde Malvinas a Puerto Rico, pasando por una salida al mar con soberanía para Bolivia; la relación Sur-Sur con los nuevos actores del mundo multipolar como China, Rusia, India o Irán; la defensa ante las agresiones imperialistas de todos los pueblos oprimidos del mundo, del Sahara a Siria, de Palestina a Grecia; toda esta agenda necesita de un medio de comunicación contrahegemónico que ayude a sustentar las luchas reales, comenzando por informar sobre ellas de manera veraz, que no neutral.
En esta coyuntura política, una de las principales prioridades en Nuestra América debe ser fortalecer el proceso de integracion política, económica, cultural o tecnológica a nivel latinoamericano y caribeño para avanzar hacia la emancipación; pero la arquitectura de integración latinoamericana y caribeña debe ser acompañada de una arquitectura mediática que facilite la disputa contrahegemónica de nuestros pueblos para alcanzar su liberación. Y esa segunda y definitiva independencia debe ser, y será, retransmitida por teleSUR.

But the historical moment today in the continent reflux; the death of Commander Chavez; the aggressions of imperialism is now taking shape in a strategy to attack and if possible overthrow the legitimate and democratic governments of Venezuela, Ecuador and Brazil; a new right that is recycled and appropriates the discourse of leftist governments in the region; instruments for Latin American disintegration as the Pacific Alliance or free trade agreements; and self-restraint of progressive governments like Chile or Uruguay, with the unknown of whether national-popular project of Kirchner will be able to continue without Kirchner leading the project from the government, let us concern if the change of time power will continue to deepen the post-neoliberal scenario in Latin America and the Caribbean.
And if the right-wing offensive against our America has a main gun, this is the media plane. The hegemony of capitalism on the cultural level is taken a step further by popular media terrorism exercised against governments or against social struggles; postneoliberal governments and criminalize struggles in defense of land, water or land; it editorialized against any measure that jeopardizes the interests of a political and economic elites; freedom of expression is assimilated as a entrepreneurial freedom of media oligopolies.
That is why in these confusing and uncertainties for the emancipatory project nuestroamericano times, we need more than ever a tool like Telesur, which mark a North and South. A tool to accompany the process of regional margins widen and expand democracy; and it also happens to democratize communication, putting it at the service of the people.
Because the news agenda teleSUR is also the agenda of the peoples of Latin America and the Caribbean. Peace accompanied by social justice in Colombia; the defense of the Cuban people against the criminal blockade which continues to suffer, or the territorial amputation of having a US base of illegal detention and torture like Guantanamo violating its territorial sovereignty; combating situations of modern colonialism that persist from Malvinas to Puerto Rico, through an outlet to the sea for Bolivia sovereignty; South-South relations with new actors in the multipolar world like China, Russia, India and Iran; defense against imperialist aggression of all the oppressed peoples of the world, the Sahara Syria, Palestine to Greece; all this agenda needs a means of counter-hegemonic communication to help support the real struggles, starting with reporting them, truthfully not neutral.
In this political climate, one of the top priorities in our America should be to strengthen the process of political, economic, cultural or technological in Latin America and the Caribbean to advance towards emancipation integration; but the architecture of Latin American and Caribbean integration must be accompanied by a media architecture that facilitates counter-argument of our people to achieve their release. And that second and definitive independence must be, and will be broadcast by Telesur.
